They do. I'm using the one that boosts ZCV by 3 and my entire defense gets the boost.
Edit: The What If strat cards work for everyone. Gamechangers doesn't.

I think It’s because of the repeatable rewards. A lot of casuals have probably stopped playing the mode altogether so the only people left are the sweats
