I know 98s are dropped to 34k and 96s are 13k. Not sure about 97s.

The only 0 AP abilities are on the What If? LTDs and Champions, but it's only for the fan favorite mental ability.

Depends on your playstyle.
If you run the ball a lot, Shifty and Workhorse is probably the best all around combo.
If you like to truck people though…
