Spring break strat C4 is for southeast teams. FL State is a Southeast team right?

How come when I pout the strat card in the team strategy slot nothing happens? Am I putting it in the wrong slot? Appreciate any help on this to make it work. Thanks

Did you “upgrade” it? You have to enable it by applying training to it then enabling the slots like you do players.
