Is Jammer just not working?

Put Gold Jammer on all my CBs to try and counter WR's Takeoff. Dudes just blew right past. My Cbs all have min 95prs and 95mcv. I'd press and show blitz and still nothing.

I wish it worked.   My 97 speed guys just got beat by 91 speed all game
