Not heisman, which is what every mode should be on. 
 

We would really see who’s who and weed out the no skills and facade players

But to answer your question, I believe in h2h it’s on all American , or all pro in madden. 
 

Heisman and all madden are the 2 highest difficulties. All American and all pro are below
