Available, but rare - pun intended. I found an epic one yesterday so they do exist, but people won't likely be selling once you have them. I won't.

You can pull them in the 20k pack in the store, but they're fairly rare. The filters are also broken in the AH for the strategy items so you're not able to sort to look for them.

Look at the strategy card list that's on this site. Choose the one you want and search it by name on the game. Sometimes you have to keep checking back but ive been able to find the epic ones I wanted.
