CUT opponent with 99 OVR across multiple players

Normally when I get into a game I just roll with it but this player I came across felt like all of his players were way faster than mine.  So I paused and checked the depth chart and he had straight 99 OVR speed for everyone across his team.

Im actually not sure I usually bounce around to the different events.  Is this something that happens in Ranksgiving?
