Likely true - but ea hasn’t said anything so we don’t really know.

I imagine it’ll be on any of the lower OVR players from the store (83 and below)

Only can use on 81 & 83 players. Makes them an 87 overall.

I plan on using it on Perry, but I am going to grab Fisher also just as another option since I already have a ton of WRs.
