how many 99 players do you need?
do all your starters have to be 99?
do players that add up to 99 but are really 98s count as 99s etc

99's as all starters including K and P. And yes, 98's/97's bumped up to 99's count as 99's.
CB1-3 are all starters as are WR1-3.

It's a glitch. It's showing the ovr of the actual team you are playing as.

Is it possible to get a 99 yet? I would imagine there are a few TE now that can play FB at 98 or 99, and the FSU kicker is likely boosted to a 99 with the right strategy card, but the highest P is a 96 and even with a scheme and team chem ii didn't think he would be boosted to a 99... maybe I am incorrect?

Celek slots in as a 99 FB, and I've had both 99 O and 99 D, but I can't remember if that gave me a 99 overall or not.

this is weird my O is 99 and my D is 99 but my OVR is still 98???

You cant change that. Your team overall will always be correct but depending on what jerseys you wear, the offense and defense overall defaults to the team of jerseys you are wearing.
