So, how do you make a second account?

I would love to start a second one just to see what kind of pulls I could get from scratch and to have a team to use in the new solo seasons event. 

I figured all I would have to do is sign into my old 360 gamertag but it tells me to buy the game? Which is bizarre because I can play other games I own on it.
