Your best shot with $20 is to rip the SOTW Boosters and pray. Otherwise, you could try the BND SOTW BND packs, but the odds are pretty bad at hitting anything in those.

All I can say is pray, I pulled the booster, 5 training packs, and 2 18k packs and got no new starters.
