Currently when a new promotion is released they will release 2-3 different OVR groups. For example the LTD's in the the most recent Legends are 97 over, the champions are 96 OVR.
When people are talking about the OVR bump them mean the LTDs being released as a 98. There should only be 2 more of these "bumps" left (98, 99). Typically when they do go up, lower ovr cards prices drop a bit because people are trying to sell the 95, 96, 97's to get 98's for example.

Ahh ok I get it. I thought this was some brand new game changing thing I should've been aware of
