I hate to be that person, but with the influx of DDA recently it does not really matter. They will both play the same against a 91 OVR defensive back. I have Campbell and he honestly plays to the equivalent of all my previous WR in the past. Only player that truly stands out is Bush. Until you get in a game where he is nerfed too.

If you have just average to above average stick skills it’s honestly better to have the lower rated (cheaper) pick of the 2. It’ll favor you in game.

There is truth to the above response except after the catch. I like Pena after the catch better so it depends what your style is and what not. Pena is better AC and Campbell is the better deep ball receiver to make the catch.
