How to tell what cards are upgradeable?

New to this but not sure why some players can't have abilities. What is the criteria and is there a way I can see players that are upgradeable?

The core players can not get abilities. Only program cards can.

Yeah for some unknown reason I cannot upgrade my 82 ovr Marshall Faulk I bought off the market.

If the seller upgraded it before selling does that cause this? If so that would suck as I see no abilities on him.

I dt you can put abilities on 82‘s and below. None of mine can but most of my 84-87 cards can
